In early September 2026, the Government of Canada announced two further measures that build directly on its refreshed national AI strategy, AI for All (“AI Strategy“) (the latter was covered in an earlier client bulletin). On 3 September 2026, Canada’s Minister of Artificial Intelligence Evan Solomon announced Canada’s Responsible Data Centre Development Principles, a national framework governing how data centre capacity is built in Canada. Days later, on 9 September 2026, Minister Solomon launched Canada’s National AI Literacy Initiative, a national partnership with the Alberta Machine Intelligence Institute (“Amii“), a leading national AI research institute, to deliver free, practical AI training to Canadians. These announcements mark a significant advancement on the implementation of two of the AI Strategy’s six core priorities: empower Canadians and build a sovereign AI foundation for Canada.

Responsible Data Centre Development Principles

On 3 September 2026, Canada launched Canada’s Responsible Data Centre Development Principles.

The principles establish a common national framework for how Canada will build the data centre capacity it needs, including to underpin its digital economy and AI ecosystem. Canada launched the principles recognizing that the country currently relies heavily on foreign infrastructure and services for compute, cloud and data storage, and needed to build more capacity at home to provide choice, greater resilience and assistance to Canadian researchers, innovators and businesses to build and deploy.

There are five principles which set out five expectations for data centre projects.  Data centres must: (i) create lasting local benefits; (ii) avoid shifting electricity costs onto Canadians; (iii) minimize water use and environmental impacts; (iv) remain transparent about local impacts; and (v) bring strategic value to Canada. The principles are designed to sit alongside existing regulatory processes and provide a consistent, community-centred baseline rather than a new approval regime.

Current signatories include AWS, Anthropic, Bell, Cohere, Google, Meta, Microsoft, OpenAI, and TELUS.

National AI Literacy Initiative

On 9 September 2026, Canada also launched the National AI Literacy Initiative, in partnership with Amii

As a key initiative under the AI Strategy, the AI Literacy program will deliver free, practical learning through three learning streams that separately target (i) students, (ii) educators and (iii) all Canadians. The initiative will help Canadians understand AI, use AI, build with AI (for those who choose to do so), and recognize key risks, including bias, loss of privacy and misinformation. 

Beginning 21 September 2026, post-secondary institutions can join a national consortium to offer students a free three-hour AI literacy course, while the first chapter of the educators’ stream becomes openly available the same day, with further chapters to follow through the fall. Later this year, the stream for all Canadians will launch nationally through community partners.  Workers and job seekers will also be able to access short-duration AI training, which will include courses to help understand how to adapt to AI as their jobs, tools and workplaces change. 

Going forward

With these announcements, Canada’s AI Strategy is beginning to take practical shape across both infrastructure and skills. Though voluntary for now, the Responsible Data Centre Development Principles signal clearer national expectations that are likely to inform how data centre projects will develop nationwide and how they will be evaluated by communities, regulators, and counterparties. The AI literacy initiative is intended to provide Canadians with the confidence they need to use AI into the future, including to identify key benefits and their risks.
